The Legend of Zelda: Tears of the Kingdom Kyokugon Shrine is found in the Great Plateau of Hyrule. The area is where you can start the Call From the Depths side quest. However, you don't need to venture into the plateau itself.

Instead, simply go south from the Hyrule Field Skyview Tower. As you approach the base of the plateau, you'll see Addison toiling to lift another post. Right beside him is a cave. Delve deeper into the cave by destroying boulders. At the very end of the tunnel, past the Bubbulfrog, you'll find the Shrine.
