As you progress through the season, you'll encounter Opaque Cards as a result of a number of activities. How to Get Insight in Destiny 2 to Unlock Opaque Cards

In order to gain Insight in Destiny 2, you first need to progress through the "Toil and Trouble" questline. This is part of the introductory mission, so it's hard to miss. Then, once you've gained access to the Lectern of Divination in the HELM, the Deck of Whispers will show all your available arcana.
